How many states are there in India? Is it 31 or 28???????

Not only to the below message but also to a number of articles I have seen the number of states are mentioned as 31. I can't understand being Indians   why this happens to us.

Number of States in India: 28

National Capital Territory: 1 (New Delhi)

Number of Union Territories: 6
