MRP means exactly that and includes all taxes and levies, it is not in order to charge more than that. Such an action defeats the Packaged Commodities Act and therefore illegal.
A visit to Karnataka Govt. Taxes' site should clarify the matter and enable lodging a complaint.

Subject: [www.keralites.net] Selling more than MRP
Friends,
I reside in Bangalore.
I recently bought some items from Bangalore Central (owned by Future Group). They have billed at MRP as well as charged VAT on the MRP.
MRP printed on the package says it is inclusive of taxes. In my opinion, what Bangalore Central have done is legally wrong.
Pl advise pain-free manner of getting this redressed. My complaint to them by email is still unanswered.
Rgds,
Balu
