As per the statement from About.Com, "Fire is a mixture of Hot Gases. Flames are the result of a chemical reaction, primarily between oxygen in air and a fuel, such as wood or propane. In addition to other products, the reaction produces carbon dioxide, steam, light, and heat. If the flame is hot enough, the gases are ionized and become another state of matter which is plasma".
The Wikipedia Says,
Plasma are of three types, Artificially Produced (eg. Plasma Televisions), Terrestrial Plasmas (eg. Lightning), & Space and Astrophysical Plasmas (eg. The Sun and the Stars). A "Flame" belongs to the category of "Terrestrial Plasmas".

Hence I think if the flame is hot enough it could be called as PLASMA, if not hot enough, it is a GAS (Luminous GAS).
