Can anyone advise me the most simplified Kerala Building Rules - To build a three story shop with the land capacity of total 8 meter width and 18 meter length.

The land located in a panchayat.
 

please advise me what are the doc. required for Panchayat Approval

And how much space to be avoided in all sides.
