The steps you mentioned is just to clean up the system drive, not to speed up the computer by a great margin. By the passage of time, the temporary folder of the system partition gets filled up, eating up the available space in that partition. If this happens, the system partition or C has got less space for its system files such as 'pagefile' or 'hiberfile' etc & eventually the computer hangs up. But this happens very rarely & the windows itself cleans up older temporary files at the booting stage. I'm not saying that the steps laly mentioned is not worth of doing, I'm just trying to prove that just by clearig up the temporary files wont help that much to make your computer 'fresh' again.
A computer might lose its speed over time due to a variety of reasons
1) Running applications that eats up your RAM too much (You can find this by just opening the Task Manger by pressing ctrl + shift + escape or ctrl + alt + delete, & click in the processes tab)
2) Virus infection
3) HDD (Hard Disk Drive) activity is too high at a particular time (Blinking of the Orange or Red LED continuously), or your HDD is slow or corrupted.

Solutions
1) Never run too many applications that eat up your memmory than the installed capacity.
2) Go out for a good antivirus protection
3) Never do anything in your computer when it's high disk activity or else your computer hangs up
4) Defragment registry & files by a good Defragmenter available in the market (Eg: Defraggler, which is a file defragmenter, free from http://piriform.com. I don't know any free registry defragment apps. The apps I use is payed softwares, though I don't pay for them . If you know such free registry defragmenting apps, please inform me.)
5) Disable startup programs that you dont need (Start up programs are those apps which starts automatically when you starts you computer. New start up programs will be installed whenever you install new applications. So check out for new start up programs once in 3 days). There are many apps that help you to manage startup programs, but I'm now going to demonstrate Windows own start up program manager.
a)Start--> Run--> type "msconfig" there (Without the quotes).
b) In the opened window click on the 'Startup' tab & uncheck the programs that you don't wish to be in the list & click OK.
c) Restart you computer. (This method has too has a disadvantage, Every time the computer starts this startup program is started itself & reminds us 'You made a major change in your computer, please review ypur settings' someting like that. That is pretty much annoying to me, so I'm using 'TuneUP utilities startup manager' for this purpose, ofcourse it's a payed software.)
6) Always check for driver updates at your hardware or software vendors website
7) If that's the case, go out for a good hardware technician, there's nothing you can do unless you itself know all about these.
