So, you have admitted that by the grant of long leave to its employees, the Kerala Govt. is incurring additional expenditure in the matter of pension calculated on the basis of last pay drawn.
I think, you have not understood the concept of considering pension as deferred wages earned during the period of service. I will explain it further. Perhaps, you may be aware that the new entrants to Central Government Services now have to contribute to their pension fund. Now every employee has to contribute a certain percentage of his pay to the pension fund, which on accumulation at the time of his retirement will form the base for his pension. Earlier this monthly contribution for pension was considered as being paid by the Government itself. This concept will become more clear if you are aware of the earlier practice of pension contribution being charged from departments when employees were sent on deputation to that department.
Applying this analogy in the case of the state employees who take long leave from service their accumulated pension fund is very low considering the lower scale of pay of the post when they were occupying it.while they were in service But the Govt. is forced to pay a higher pension to them based on the last pay drawn for periods two to three times more than the service they rendered to the Govt.
Hope you are able to understand now how long leave by the employees add to the pension burden of the state government.

Yes, Mr. Thomas Mathew is now more sensible. I am not trying to correct you, but can make some comments. If a person joins the service at a pay of Rs.750 (My pay when I joined Indian Navy in 1985) and retires on pension at Rs.15000, why should his pension benefits be calculated on the basis of 15000? If it is done on the basis of 750, what a huge sum of money which the govt could have earned? That is a great idea, but the country will have to import people from Bangladesh or so to serve our Armed forces. And why should the pension be granted at all, when a soldier has served only for 15 years? Liquor too should be banned in armed forces, because that too is causing some financial burden to the govt. We need not to consider about morale, patriotism etc because thats all the useless terminologies which we old generation people carried in our mind, during our period as soldiers. And the second comment. As I said above, the pension should be calculated based on his inetial payment and there should be no increase to it in the for of DA, pay commissions etc. If it is increased in that manner, the pension of two individuals who have retired in a gap of decades will get almost same pension.
