Dear Saheer, your views are very well appreciated. But the fact remains that,  "such people"  when they may not be getting the "pension benefit" during their absence, there is always the guarantee that , they are assured of a job and the  pension on retirement, at the cost of blocking some other poor soul's chance for a government job. dont you agree ?
