I'm sorry to correct you, TATA DOCOMO isn't the Service Provider that provides low rate for accessing the GPRS. I instead like to call their plans as simply 'BLADE'. When checked their website, they are only providing 2.5GB & 8GB plans at 65 & 148 Rs for a validity of one month. I don't know if they allow these plans to use in a computer by using a mobile phone as a modem. If they do, its good & if they don't, not go for these cheap plans. Again, one cannot use all of a whopping 2.5 and 8GB limits by merely using a mobile phone for only of 1 month validity, for that it needs a computer. For computer users these plans is just waste, otherwise it is waste too. Only for a 1month validity, these plans does not provide a good value for money. So far I know, Airtel is the only service provider which gives out useful GPRS/EDGE plans which provides good value for money.

GPRS/EDGE plans of Airtel (With Computer Connectivity for all the plans)
Rs 13 (Coupon): Unlimited usage for 3 days validity
Rs 98 (Flexy)   : 2GB usage for 1 month validity
Rs 174 (Flexy)  : Unlmited usage for 3 months validity
Rs 474 (Flexy)  : Unlimited usage for 9 months validity

I'm using Rs 474 pack that provides unlimited usage for a whopping 9 months validity, by connecting my mobile to my computer & using it as a modem. By the 3 months time I used up 75 GB of data & I still have 6 months left. My mobile is 3G enabled using HSPA technology 'SonyEriccson Naite (J105i)' and is providing a secondary VGA camera for video call.
When talking about the speed, it depends upon a variety of factors such as range, type of service or technlogy & limits of a plan etc. Tata Docomo offers a good coverage in urban or semi urban areas but not in rural areas. In the rural area scenario, Airtel, Idea, Vodafone & BSNL are still the kings. In case of Airtel, it is providing EDGE service which provides a bandwidth up to 236.8 kbit/s. In the 2G network scenario, there's four G's or generations for the 2G itself. The 1st one is simple 2G without the ability for GPRS (Global Packet Radio Service), the 2nd one is with GPRS capabilities referred as 2.5G. The 3rd one is with EDGE (Enhanced Data Rates for GSM Evolution or Enhanced GPRS) capabilities referred as 2.75G & the last one is Evolved EDGE referred as 2.99G, that is not yet common in India. The Service Providers with EDGE service could allow faster data rates other than the ordinary GPRS. In Kerala, IDEA, AIRTEL, AIRCEL are the top players that provides EDGE service but not VODAFONE. Therefore the data transmission rates will be higher than that of VODAFONE & so there would be shorter delays when an application communicates over an Internet in an EDGE service than that of simple GPRS. I think BSNL does not have EDGE facility as I had not used any BSNL SIM. You can see whether a Service Provider has EDGE support or not by just looking on to the section of the screen which displays the range. An EDGE network is identified as a capital letter 'E' is displayed where range is shown, otherwise 'G'.
When choosing a 3G mobile, you have to choose a HSPA (High Speed Packet Access) based instead of a WCDMA (Wideband Code Division Multiple Access) or UMTS (Universal Mobile Telecommunications System) based. UMTS only has 384 Kbps of maximum data transmission rates. For your information, 3G is also divided into two G's or Generations. The 1st one is simple 3G or UMTS or WCDMA network. The 2nd one is HSPA (3.5G) based network which includes both HSDPA (High Speed Downlink Packet Access) & HSUPA (High Speed Uplink Packet Access). HSPA supports increased peak data rates of up to 14 Mbit/s in the downlink and 5.8 Mbit/s in the uplink. So you have to be very careful when selecting a 3G mobile.

Using tata docomo u can use fring for voice talk. Comparitively low rate for accessing gprs and also better speed than any other network. I am presently using this for voice talking through gmail to my husband. Better u can use any E series phone for more voice clarity and video chatting is also enabled in these types of phones through fring software. For videa chatting it needs 3G supporting network. BSNL network is not cost effective comparing to other networks.

In Kerala, IDEA, TATA & AIRCEL has acquired 3G licenses. BSNL have 3G license all over the country. Nimbus, fring, eBuddy, Gtalk or similar applications will work on a regular 2G conection if you have subscribed to a data plan & it is not bound to any SIM card, it is only bound to the phone model you are using & to the service from the service provider. I'm using ebuddy to text my friends on a Airtel connection on a regular 2G network. If you are trying to call other online friends using VoIP technology (Voice Over Internet Protocol), it would be a great dissatisfaction due to lower data rates of a 2G connection. For that 3G is better, but I recommend not to go for a 3G SIM now, instead just send a sms request to BSNL allowing to access their 3G services. You have to call out the Customer Care to know what the SMS format is.

Universal subscriber identity module

A Universal Subscriber Identity Module is an application for UMTS mobile telephony running on a UICC smart card which is inserted in a 3G mobile phone. There is a common misconception to call the UICC itself a USIM, but the USIM is merely a logical entity on the physical card.

It stores user subscriber information, authentication information and provides storage space for text messages and phone book contacts. The phone book on a UICC has been greatly enhanced.

For authentication purposes, the USIM stores a long-term pre-shared secret key K, which is shared with the Authentication Center (AuC) in the network. The USIM also verifies a sequence number that must be within a range using a window mechanism to avoid replay attacks, and is in charge of generating the session keys CK and IK to be used in the confidentiality and integrity algorithms of the KASUMI block cipher in UMTS.

The equivalent of USIM on GSM networks is SIM, and on CDMA networks it is CSIM.
