Ur pitiable position in applying for a new passport is understandable. I got a friend cum classmate of mine working in  a passport office, I shall update you the possible alternate method to get the passport, meanwhile, try to apply for a ration card in kerala at your home town with any available close family members address. Be in touch with them and taluk office for the verification and thereof till u get the fresh ration card. You may show them the old copy of combined ration card if available or old voters ID for applying to fresh ration card. you may get it within 3 or six months, if u make a right move on this.

Dear Friends,

 

I would like to take new Passport. I belong to Kerala, now residing and working at Delhi for last 5 years.

 

Unfortunately I've nothing with me other than my 10th certificate to proof my identity. (I don't have Driving license, voter card or ration card with me)

I have a running bank account (Deutsche bank) for last 3 year. But last year I've shifted from one place to another here on Delhi and I haven't change the new mailing address with bank account. So, thereby I couldn't see any value getting the bank statement with previous address. What should i do in this case? I am in deep trouble. Even my room Rent Agreement is in the name of my father, that causing me difficulties to change my address with bank account.

 

May be the second option shall be to get an Employer's certification regarding my address; but i am not sure whether i will get it because i resigned from there last week and waiting for their final papers and settlement. (But this is not in my consideration)

 

Somebody advising me to go Kerala and get from there only. But even my Ration Card has expired there. Everybody in there got new one.. the time we all are here only.

 

Please advice what should I do to get Passport.
